INSTRUCTOR: Chief Tom Long of the Southaven Mississippi Police Department teaches shooting skills to the United States Navy Seals, Delta Force and all branches of the Special Forces. Chief Long is internationally recognized for his shooting techniques and tactical knowledge. His training is focused toward street officer survival, using the latest tactics for vehicle assaults and officer survival while being attacked inside the police unit.
Each participant is required to have the following equipment:
- Weapons: Handgun
- Leather gear/ Tactical Web Gear with several extra magazines/speed loaders
- Range Wear / All-Weather Gear
- Acceptable eye and ear protection
- Ammunition: 1,000 rounds of hand gun ammunition
Tuition: $275 per officer

The frequency of violence confronting the modern law enforcement officer in Arkansas is alarming. Seemingly friendly confrontations can turn violent at a moment’s notice. It naturally follows that law enforcement professionals must develop certain mindsets to ensure their survival.
This six-hour course will present pertinent psychological factors that must be embraced. Psychological processes, as well as physical processes, will be addressed to explain officer involvement in confrontational situations. This course will be especially beneficial to tactical team members, firearms instructors, managers, and supervisors of such units.

Special Topics: Negotiations and PTSD
August 8-9, 2012
Criminal Justice Institute
This seminar will better prepare law enforcement crisis/hostage negotiators in crisis situations involving persons with Post-Traumatic Stress Disorder (PTSD). Mental health professionals from the Veteran’s Administration and Bureau of Prisons will educate participants in the unique dynamics of individuals displaying symptoms of PTSD and strategies for effective communications, Arkansas State Police (ASP) Legal Counsel will discuss Health Information Privacy (HIPPA) and authority in exigent circumstances to access records in furtherance of negotiations.
On day two, class participants will apply learning objectives in a crisis incident exercise involving subject(s) with PTSD and assistance from mental health professionals and inter-agency operability.
Class hours are 8:00 a.m. to 5:00 p.m.
Enrollment is limited to 50 law enforcement officers, with preference given to trained agency/department negotiators.

Managing Informants and Cooperative Witnesses

This six-hour course will deal specifically with recruitment, documentation, notices, control, legal issues, and other pertinent issues regarding confidential informants and cooperating witnesses, as well as the difference between them. The supervisor’s responsibility in the utilization of informants by his or her subordinates will be discussed along with the pitfalls of managing them. Class hours are 9:00 a.m. to 4:00 p.m.

This course is designed to assist officers in conducting investigations into animal fighting and animal cruelty. The program provides an overview of Arkansas’s Animal Cruelty law, and provides investigative techniques related to animal investigations. Other topics include search and seizure, written/photographic documentation and case studies involving animal fighting and cruelty cases in Arkansas.
